The convening of the ASEAN People's Assembly (APA) is based on the rationale that community building in ASEAN must include all sectors of society. ASEAN must be made relevant to the ordinary citizen of each of the member states, as it has become relevant to many members of the elite communities, if a genuine Southeast Asian Community is to be built. The idea of APA was first brought up in track one and track two discussions in the mid-1990s. Subsequently, ASEAN-ISIS discussed the modality and procedure for organizing APA. The First APA was held on 24-26 November 2000 in Batam, Indonesia. It was a success in terms of bringing together members of civil society groups, track two institutions and even policy-makers from the 10 ASEAN member states. APA 2000 was followed up with the holding of the Second APA in Bali, Indonesia on 30 August-1 September 2002 with the theme "We, the ASEAN Peoples and our Challenges". After a year, the Third APA was held in Mandaluyong City, Metro Manila, Philippines on 25-27 September 2003. |
